why i cant send neo also claim gas? i have this problem most of the time with o3 wallet

It sounds like you might be on an older version. Which platform (mobile/pc) and which version of the app are you using? If you are on an older version please try and update to the latest version.
Also please check your network, try wifi and regular cellular network (4G) if you are on mobile.
If none of the above works, please send your wallet address and a screenshot of the error that shows when you try to send/claim.
